Peter Pagin är född i Stockholm 1953 och utbildad vid Stockholms Universitet. Fil kand i filosofi och matematik 1981. Forskarstudier 1982-87 med professor Dag Prawitz som handledare. FD i teoretisk filosofi 1987. Docent vid Stockholms Universitet 1992. Forskarassistent vid Stockholms Universitet 1987-1991. Under hösten 1996 fellow vid The Swedish Collegium for Advanced Studies in Social Science (SCASSS), Uppsala. Professor från januari 2002. Gästforskare vid Universitetet i Barcelona februari-juli 2008. Fellow vid Institut d’Études Avancées, IEA-Paris / Gästforskare vid Institut Jean-Nicod, våren 2010. Gästprofessor vid EHESS, Paris, Juni 2010.

Pagins område är i första hand språkfilosofi, och inom språkfilosofi har han främst intresserat sig för grundvalarna för semantiska teorier och semantiska begrepp. Under flera år har han arbetat med den s.k. kompositionalitetsprincipen för språklig mening. Han har försökt utveckla två tankar: dels att kompositionella semantiska teorier bidrar till att förklara språklig kommunikation, och dels att just denna förklaringsroll utgör grunden för semantiska begrepp som sanning och referens.
Hans språkfilosofiska intresse har fört honom till gränserna mot andra områden, som medvetandefilosofi (förnimmelsetermer), logik och formell semantik, litteraturvetenskap (perspektivmarkörer) och kognitiv psykologi (bl.a. vad gäller autistiska talare). Han har för övrigt skrivit om regler och regelföljande, vaghet, synonymi, hävdandebegreppet, och om moderna filosofer som Wittgenstein, Quine, Davidson och Dummett.

Pagin deltog i det tvärvetenskapliga projektet Meaning and Interpretation, lett av Dag Prawitz, bekostat av Riksabankens Jubileumsfond. Arbetet bedrivs tillsammans med filosofer, litteraturvetare, nordister, lingvister och konstvetare från Stockholm, Göteborg, Umeå och Lund. Projektet inleddes 1996 och finansierades till och med december 2001.
Projektet Kunskap och Meningsteori, bekostat av HSFR, avslutades i juni 2001. Arbetet bedrevs av Pagin och Kathrin Glüer, med Pagin som projektledare.
Tillsammans med Dag Westerståhl (projektledare) arbetade Pagin inom projektet Logic with flexibly binding operators, meaning theory and semantics of natural language, bekostat av HSFR, 1991-1993.
